Ilya received his PhD from KU Leuven and was a faculty member at University College London before joining NUS. He has worked with industry teams as a research scientist at Meta and as a consultant at Zilliqa and Mysten Labs.
His research spans programming language design, software verification, and distributed systems. He is Review Committee Co-Chair for OOPSLA 2027, was General Chair of ICFP 2025, and received the 2019 Dahl-Nygaard Junior Prize.
With his students, Ilya co-created the open-source Lean-based verifiers Veil and Velvet, both of which have seen industrial adoption. &Truth was founded in early 2026 with $70M in seed capital and emerged from stealth on October 29, 2026.
&Truth is building tools to prove that legacy and AI-generated code meets precise requirements, with proofs anyone can independently check. The company says AI can speed up formal verification by at least 100 times, with its own proof automation adding a further 100-fold gain.
