Jeff Biart is Co-Founder and CEO of Shortcat (formerly Flagcat), a technology-driven webtoon studio producing original serialized digital comics using AI-assisted production workflows.

Jeff studied at KEDGE Business School and earned a Master's degree in Project Management from Wirtschaftsuniversitat Wien (WU Wien), building expertise in business strategy and entrepreneurship across France and Europe.

Jeff founded the Society of Entertainment, an early-stage investment community focused on entertainment and innovation, and served as a board member at Mangas.io, reflecting his deep passion for digital media.

Prior to founding Shortcat, Jeff held leadership roles in marketing and business development at AirHelp and JQ Technologies, and served as an investor at Super Capital VC.

Shortcat has raised $7.9M across 3 funding rounds, including a Seed round led by Acurio Ventures, and is scaling its proprietary AI-powered engine to produce and distribute original webtoon IP for a rapidly growing global mobile readership.
