Josiah Tsui is the Co-Founder and COO of Finley Technologies, a venture-backed fintech software company based in San Francisco that automates debt capital raise and management for lenders and borrowers.

Josiah holds a B.A. and a Master of Arts in International Economics and International Relations from Johns Hopkins University (SAIS), and previously served as a Research Fellow at Harvard Kennedy School's Belfer Center for Science and International Affairs.

With a background spanning business development, product marketing, and research, Josiah brings a rare cross-disciplinary perspective to solving complex structured finance challenges through software.

Prior to co-founding Finley in 2021, Josiah served as Product Marketing Manager at Ironclad and in Business Development at Palantir Technologies, building deep expertise in enterprise software and go-to-market strategy.

Finley raised over $20 million in venture funding, including a $17M Series A led by CRV, and managed billions in debt capital for clients like Ramp and Arc before being acquired by Concord in 2026.
