Loïc Mougeolle is Co-Founder and CEO of Comand AI, a Paris-based defense tech startup building AI-native command-and-control software for NATO-allied armed forces.

A graduate of HEC Paris, Loïc previously served as Director and head of the breakthrough innovation incubator at Naval Group, France's leading naval defense group, where he developed deep expertise in the industrial defense sector.

Loïc co-founded Comand AI in 2022 driven by the conviction that European defense suffers not from a lack of hardware but from a critical software gap, and that the future of military command will be governed by algorithms, not words.

He co-founded Comand AI alongside CTO Antoine Chassang, and has led the company through multiple funding rounds, securing a EUR 32 million Series A in June 2026 led by Blossom Capital with strategic investment from Swedish defense prime Saab.

Comand AI's flagship platform, Prevail, has been deployed with operational units in France, Germany, Ukraine, and other allied nations, enabling military officers to plan and conduct operations four times faster and with four times fewer personnel.
