Paul F. Welter

Paul F. Welter is Co-Founder and Chief Legal Engineering Officer at Bayshore AI, a Munich-based legal tech startup building auditable AI agents that automate complex legal and compliance processes for Global 2000 enterprises.
Paul studied law at the University of Cologne (graduating with distinction in both state examinations) and conducted research on translating legal documents into machine-readable logic as an Affiliate at CodeX, The Stanford Center for Legal Informatics.
Paul serves as an Adjunct Law Professor at Florida State University and is Co-Chairman of the Expert Committee on AI, IoT and Blockchain at the German Society for Law and Informatics, reflecting his deep conviction that probabilistic AI alone cannot meet the accuracy demands of legal work.
Prior to Bayshore AI, Paul developed the legal tech app evergreen:hub, automated M&A processes at a major US law firm, founded PW13 Technologies, and co-founded recode.law, Germany's leading legal tech nonprofit, where he served as Chairman of the Board.
Bayshore AI exited stealth in 2026 with an oversubscribed $8M seed round led by Earlybird Venture Capital, and its platform is already being used by multiple Global 2000 companies to automate legal and compliance workflows across defence, finance, energy, and pharmaceuticals.
