Peter Long

Peter Long, PhD, is the former Chief Strategy Officer and Executive Vice President for Health Solutions at Blue Shield of California, a nonprofit health plan serving over 4.8 million members with $24 billion in annual revenue.
Dr. Long earned degrees from Harvard University, Johns Hopkins Bloomberg School of Public Health, and UCLA Fielding School of Public Health, and spent over 40 years advocating for primary care reform. He previously served as President and CEO of Blue Shield of California Foundation for nine years.
Dr. Long co-authored the 2023 National Academy of Medicine paper on healthcare financing and serves as an adjunct professor at UCLA Fielding School of Public Health. He led the development of a hybrid value-based payment model that achieved a 7-9% reduction in total care costs.
Under his leadership, Blue Shield of California became the only health plan chosen for the NAM project and convinced payers across California to adopt its innovative hybrid payment model. He previously held leadership roles at Henry J. Kaiser Family Foundation, The California Endowment, and served as executive director of the Indian Health Center of Santa Clara Valley.
Dr. Long's hybrid payment model has been adopted by multiple California health plans through a historic multi-payer agreement, transforming primary care delivery for millions of Californians. In 2025, he was named to the Board of Directors of Blue Cross Blue Shield of Massachusetts.
