Phil Cutler

Phil Cutler is Co-Founder and CEO of Paper, an educational technology platform providing 24/7 virtual tutoring to over 2.5 million students across North America. Paper partners with K-12 school districts to deliver accessible, unlimited tutoring support at scale.
Cutler earned a B.A. in Education from McGill University and worked as an elementary school teacher, where he witnessed firsthand the educational inequities between students who could afford private tutoring and those who could not. He also founded and operated Laurus Summer Camp, Montreal's largest private day camp, and served as the youngest-ever elected City Councillor in Westmount, Quebec for eight years.
Cutler co-founded Paper in 2014 (originally named GradeSlam) with Roberto Cipriani, his CTO and co-founder. During the COVID-19 pandemic, Cutler made the strategic decision to invest heavily in virtual learning when others advised caution, which proved transformative for the company's growth.
Paper raised $496 million in total funding, including a $270 million Series D in 2022 that valued the company at $1.5 billion, backed by investors including SoftBank Vision Fund, IVP, Sapphire Ventures, Google, and Salesforce Ventures. The company grew from supporting 50,000 students to over 1 million during the pandemic.
Paper has been recognized as the 21st fastest-growing company in Canada in 2020 and expanded through strategic acquisitions including MajorClarity (career readiness) and Readlee (AI-based reading software) in 2023. The platform serves school districts ranging from large urban systems to smaller communities, with 99.9% of customers in the United States.
