Phillip Li

Phillip Li is Co-Founder and CEO of Arga Labs, a Y Combinator-backed startup building validation infrastructure for AI agents, enabling engineering teams to test code and agents against production-like environments before shipping.
Phillip studied neuroscience at UBC before pivoting to computer science, and previously competed as a fencer on the Canadian Junior National Team while also conducting cognitive systems research at UBC.
As an intern at Amazon, Phillip built an internal developer tool that automated complex engineering workflows, saving over 10 recurring weeks per year of engineering hours across multiple teams and preventing VP-level escalations caused by bug issues.
Phillip co-founded Arga Labs in 2025 alongside Akira Tong, and the company was accepted into Y Combinator's P26 batch, validating its mission to bring production-grade staging environments to every development team.
Arga Labs empowers engineering teams to spin up on-demand staging environments with digital twins of third-party integrations like Stripe, Slack, and Google Drive, allowing agents to test thousands of parallel scenarios before any code reaches production.
