Takayuki Fukushima is the COO of Ocean Inc., a Tokyo-based FinTech startup operating Ocean Tax Refund, a next-generation refund-based duty-free shopping platform for international travelers in Japan.

With over 10 years of experience in the travel and e-commerce industries, Takayuki held leadership roles at global platforms including Agoda, Klook, and Buyandship, and holds a degree from the University of Massachusetts Lowell.

Takayuki is a bilingual (Japanese and English) operator with deep expertise in platform business scaling, enterprise business development, and payments and commerce ecosystems.

At Klook, he led all new partnership acquisitions for the Japan team, driving rapid top-line and bottom-line growth, before serving as Regional Manager at Buyandship (Buy&Ship) and then joining Ocean as COO in July 2025.

Ocean has raised approximately 500M JPY (approx. $3.3M USD) in Series A funding from investors including Z Venture Capital, Delight Ventures, and Mizuho Capital, and is positioned as a key infrastructure provider for Japan's 2026 tax-free system overhaul.
