Victor studied at the University of Virginia and is a self-taught coder who went from no CS background to an Amazon internship to becoming an ML Scientist at TikTok in just 3 years.

With hands-on experience conducting 600+ technical interviews at TikTok, Victor identified the broken recruiting process firsthand and set out to rebuild it using AI-driven matching systems.

Victor co-founded Perfectly in 2025 alongside fellow ex-TikTok ML scientists Gary Luo and Huimin Xie, bringing deep expertise in recommendation models to transform how startups hire talent.
