
Abigail Ross Hopper served as President and CEO of the Solar Energy Industries Association (SEIA), the national trade organization for America's solar and storage industries. She led SEIA for nearly nine years from 2017 to January 2026, transforming it into an advocacy powerhouse.
Hopper graduated Cum Laude from the University of Maryland School of Law and earned a BA in History from Dartmouth College. Before joining SEIA in 2017, she served as Director of the Department of Interior's Bureau of Ocean Energy Management, Director of the Maryland Energy Administration, and Energy Advisor to Maryland Governor Martin O'Malley.
Hopper has been named in The Hill's Top Lobbyist list since 2020 and championed diversity efforts through her Solar Sisters initiative. She serves on the boards of RE+ Events, the Arthur L. Irving Institute for Energy and Society at Dartmouth, the Consumer Energy Education Fund, and Earthday.org.
Under Hopper's leadership, the U.S. solar industry grew from 36 gigawatts to over 255 gigawatts of installed capacity, and annual investment expanded from 16 billion to over 70 billion dollars. She was a driving force behind major policy wins including advocacy for the Inflation Reduction Act, which brought billions in subsidies and tax credits for solar power.
During her tenure, the U.S. solar industry experienced over 600% growth and the country climbed from 14th to 3rd in the world in solar manufacturing. The industry expanded from employing tens of thousands to 280,000 people, and residential solar customers increased from 1 million to 5.5 million homes.
